Everything from Shining legends and below is rotating. So roughly about half of your list will not be playable in the standard format

Could be OK. I figured tate and liza would give you at least one switching option outside manual retreat, lysandre labs because there is no better stadium for water right now, a ditto is a fifth squirtle and I gave you an extra blastoise and an extra blastoise GX so prizes aren't a problem.
The deck doesn't have room for gusting, and can take OHKOs pretty well, so no counter catcher.
Zebstrika because your draw options are skimpy and because thinning your deck is really good with blastoise GX shuffling energy back that you have to get back out with baby stoise.
I took out glaceon because the e.e. eevee is gone, and if you really want it's effect you can switch out lysandre labs for power plant.
I liked crasher to find candies and evolutions so I added another, 4 would be even better but I felt like 4 Elm is necessary to get set up as well.
Recycler says "GRI" but it had a reprint so it is still legal, and you can use the newer poke comms of course as well.

My son is rolling with a post rotation Blastoise deck. It has had great results

Pokemon - 14
4 Squirtle TEU
1 Wartortle TEU
3 Blastiose TEU
2 Blastoise GX
2 Mantine LOT
1 Mew UNB
1 Volcanian Prism FOL

Trainer - 28
4 Cynthia
4 Crasher Wake
2 Tate and Liza
4 Pokegear 3.0
4 Pokemon Communication
4 Rare Candy
2 Energy Recycler
2 Switches
2 Shrine of Punishment

Energy – 18
18 water energy
The Mantines are a bit strange, but they have actually worked great. Mantine’s ability allows for free retreat if there is an energy attached, and 3 energy cost for 100 attack. Obviously powerful squall is the engine of this deck. Shrine of punishment might seem a bit strange with blastoise GX – but it hurts most TT decks way more that it hurts you – there aren’t really any great water stadiums in the new format (that I know of anyway…open to suggestions!)
