If you're up against a Keldeo EX/Blastoise deck and they spam the deluge ability, would it do 50dmg (ampharos ability and frozen city effect) per energy attachment?

I cannot give an official answer on Frozen City stadium because it isn't released in English.

However, you are correct in assuming that Ampharos' Ability will place 3 damage counters per Energy attachment with Deluge. So attaching 3 {W} Energy with Deluge will place a total of 9 damage counters, and so on.
