Don't run 4 Archie's, more or less youll get 2 in your hand, 2-3 maybe. You need battle compressors or just forget empoleon. 4 seas is. A bit much, if that many switch out some wallys for delinquents.
 
Consider incorporating 1-2 Super Rod. An opponent's Parallel City is not your friend...

Also, Puzzle of time can be used to help recover your DCE from your discard pile.
