Wo, wo, wo! That is not even effective to Flygon (Flygon is Dragon and Ground, 4X resistances to electric.) Well, you could have just said Raichu, use Surf. (Pikachu can learn it, so Raichu probably can, too.) Probably because water is super effective to ground.
