Does anyone know if a basic pokemon card of a baby Pokemon (eg.: basic bonsly) can evolve to another basic card, even if there is no text about it in none of the cards? Is there an official rule posted somewhere? Thanks, everyone.

Nope. There would need to be a "Evolve into" box in the baby pokémon card to allow that or an ability.

The utility is that they have no retreat cost and theoretically good attacks, but I think only Cleffa is really worthwhile.
