Ruling Archie's Ace in the Hole With Lv.Xs and Stage 1s

Let's say I have Archie's ace in the hole as the only card in my hand and then I get a water type stage 1 from the discard pile, say a Wartotle, can I evolve that Wartotle on the same turn that I got it from the discard via Archie's ace in the hole?

And for my second question, assuming I only had Archie's ace in the hole in my hand could I get back a water type LVL X, say Empoleon lvl X and put it onto my bench?

1. No. A Pokemon must be in play from the start of your turn in order to evolve via normal circumstances.

1. Yes. A Pokemon's only requirement is that it is Water while it is in your discard pile.
