Arceus would because it's the Poke-God, but then so would Mew because it can change into different forms and mimic their every move....

Arceus would still get the first strike, and as such would be at an advantage. Copying it would simply waste a turn. Advantage: Arceus.

I mean, there's not a lot to discuss here, is there? And what's stopping the next person from making an "Arcanine vs Parasect" thread if this one gets allowed?
Threads like this are purely hypothetical, pretty much pointless, and make the rest of the forum seem silly, so I'd kindly advise anyone against making and or participating in these kinds of threads, they're no better than the "what's your favourite ..." threads in that respect.
