Arceus TCG: To much Power?

What I find strange is how legendaries are weaker in the TCG game. I can understand how they weaken them to make the game fair but:
- Charizard is 120 HP
- Team Magma's Groudon is 100 HP

if they put in arceus as TCG, it will probably be like a powerful kecleon. 
my prediction is that it will look like this, but worded better:
Arceus 120 HP C
Poke Power Multi-type
Once during your turn(before you attack) you may attach a basic energy to Arceus. if you do, Arceus is now the type of that energy.
Judgement CC 30+
if Arceus is the same type as the defending pokemon, this attack does 30 more damage.
Alfa Strike CCCC 100
During your next turn, Arceus can't attack.
Weakness none Resistance none Retreat cost CC
it's a pretty good guess lol

This card is way too weak to be arceus
