I think the answer to this is no, but to be sure:

If I evolved Mr. Mime from Mime Jr., would it block Absol's Baleful Wind? I doubt it since it's not a direct effect to Mr. Mime, but it doesn't hurt to hope, does it? :D

If not, what can counter something as quick as Absol?
 
Correct. When you see that phrase on a card, it really means "Prevent all effects that are done to [name] by that attack (including damage)". Baleful Wind isn't against the Pokemon, it's against you and your hand.
 
On the second question about something fast enough to deal with Absol. Try Sableye CG with Disable, you take out Baleful Wind and do 10 damage to boot. Riolu / Lucario isn't a bad choice either with Absol's fight weakness. I've seen both cards have a better than 50% chance of containing Absol.
