If I attach an expert belt to Larvitar and use Mountain Eater, does that attack get 20+ damage even though the attack does not do any damage? The way I see it, 0+20 = 20. Please explain. Thanks in advance. =)

In all instances of damage increasing, you cannot do "more" damage if there is not any damage to add to. So, if you attack and the attack does 0 damage, there is no way to increase that from 0 to 10, 20, or anything else. Zero is zero.
