You're probably spot on with the Mega Rayquaza prediction!
"Emerald" = automatically evokes Pokemon Emerald version with Rayquaza as the box legendary.
"Storm" = Rayquaza is one of the Weather Trio and is the "Sky-High Pokemon".
Also, we've had previous Japanese and English sets centered around Rayquaza use the exact same names:
"Celestial Storm" and "Emerald Break".
Love it but as a Urshifu stan, I'm dying for a new card 
What's weird is the set name in Japanese is actually "Storm Emeralda", not "Emerald" - What if this set is actually featuring the rumored "A" Legendary from Legends Z-A?? Sure it could feature a Mega Rayquaza too, but the fact the set name ends with "da" and not "do" like usual for Emerald, something seems to be hiding in there 
What if it’s more of Hoenn based set instead of Rayquaza? Like 151 was the first special set for SV era even tho they were highlighting the new region.
Hoenn has a lot of megas because of OrAs so it would make sense for it’s special set to happen on the Megas era. Only con to it is BB/WF just happened too

I think this set would be a very odd time to do a 151/BB/WF-style gen set given this is in the middle of them doing all the new megas, but i totally agree a set with only gen 3 mons and all of its megas would be fantastic. In fact, I'd even go as far as to omit gen 3 megas from any other sets and have them all in that set. Gen 3 really doesn't have much other than ORAS and it kinda got screwed over, being between gen 2 and 4, generations that are - at least in my experience - far more discussed and respected. Gen 3 hasn't even shown up in pocket
I get being tired of Charizard sets but Rayquaza? There are so many other upcoming mega sets
See that would be a “fast” way for them to introduce all the Hoenn megas to the TCG at once and then focus on the new ones for the upcoming sets. A lot of the Hoenn megas were basically ignored for TCG. Mega Medicham and Banette never saw the cards, Mega Sableye was only a Tagteam and a lot like Absol, Metagross, Swampert and Blaziken were just promos too. (And spoiler alert: but the leaks says that none of the gen3 pkm are getting new megas so it would also not spoil the game)

Wasn't it especially odd for banette not to get a mega EX considering he was basically the second most importantly ghost mega??? I remember during the x and y release cycle everyone was sooooo happy he finally got something....Why didn't he get an EX immediately???? I know all of the megas who didn't get ex's got screwed over but I feel extra bad for Banette.
