You could certainly use an Energy Recycler or two to retrieve your discarded energy cards. Aqua Patch is cool and all, but Blastoise gets energy from the deck and could be faster than a couple of Patches. Brock's Grit has a similar effect, wasting the Supporter for the turn just to retrieve Pokemons and Energy just doesn't make sense to me. DCE is also an option, but you will be willingly making Blastoise less effective.
Some general inclusions: +1 Ultra Ball, +4 Rare Candy, +1/0/1 Blastoise Line, +1/1 Alolan Ninetales-GX , +1 Energy.
 
If this is the TEU blastoise, then two thoughts.

1: TEU Gyarados. There's a lot of synergy between that and Blastoise. Gyardos clears out the non-water energy, then Blastoise attaches the water energies. Nice thing about Gyarados is it's only a stage 1, and you can use TEU Magikarp's attack to self-evolve from the discard pile if you end up discarding one.
2: Swampert. Add a few swamperts, and you have a great draw engine - then Cynthia the water energies back into the deck.
