I don't think so. Hoopa-EX and Shaymin-EX will be in the meta all over the 2017 season, being the principal targets to have a Garb. Decks like M-Ray or Mewtwo-EX could suffer a lot without them.

Are you forgetting Super Rod. This deck should play 2 or 3 at least because of Parallel City. It's the best way to retrieve pokémon without Sacred Ash

Aren't you thinking in Steam Siege's cards? I'd change the float stones by Ninja Boys and add one or two Special Charge (to recover the DCE's). Also add one or two Pokémon Ranger to get over Glaceon-ex, Giratina-ex or Regice. The Altaria idea is good tho :D
