well all the legendary pokemon entries in Bulbapedia describe the pokemon as "legendary" whereas Rotom is just described as a "Pokemon introduced in Gen. IV" plus all legendaries have a base stat total of 580+ and Rotom in any of it's forms does not exceed a base stat total of 520 I hope...

there are a lot of pokemon greater (as in stronger) than Mew if that's what you mean. There are more than one Mew, as proven in Lucario and the Mystery of Mew (according to Bulbapedia) so Mew is not considered the original pokemon any more

The reason Mamanbou and Luvdisc might have very different cries is because the ocean sunfish makes a very distinct clicking noise by rubbing together its pharygeal teeth. i cannot find if discus fish make any distinct sounds.
