Umm, I'm pretty sure it isn't. You can't attach a tool to a pokemon that has a tool already.

If a pokemon already has a Pokemon Tool attached to it, then you CANNOT attach another pokemon tool and discard the previous one. This means CHOOSE WISELY when picking which tool to attach to which pokemon.
