RE: Card "Suggestions" PCL is in charge, not Nintendo. There's no way to submit a card suggestion afaik, and if there was a way they would likely be spam by crap ideas so no way

No official ruling yet, but I'm pretty sure you can, as with the original Maxie from ex-TMTA. There's nothing preventing you to do so in the card text, and the Japanese card text is the same.
