Speaking of Wingull, Whatever happened to the -30 resistance Pokemon? And aren't colorless Pokemon resistant to psychic too? If so, Why colorless Pokemon like Lillipup no longer have psychic resistance anymore?

OK, I will admit, I was wrong with my rating and my review. I will bump it up to 5/10. It's useful in some situations, but very limiting.

Care to explain how it's useful then?

Useless, it might as well have the effect restated as "Your opponent takes a prize" instead. 1/10

ah, oh well, I was expecting at least Team Rocket and on with slowking, dark vileplume, the rocket's trap, and rocket's sneak attack banned. but I'm okay with Expedition and on.
