Discussion Pokémon who Got Ultra Rares in all Generations

Since it's almost always on topic of which Pokémon got an Ultra Rare feature compared to who didn't, I thought it would be interesting to see which Pokémon were featured on special cards, ever since their introduction with Shining cards in Neo Revelation. I consider Ultra Rares as cards above holo-rarity, placed either in the reverse or rare slot, preferably with a special title in the name. I'm purposely excluding secret rare cards from gen 3 and 4, since the main focus of those gens (imo) are ex, Gold Star, and LV. X cards, but I am including the Shiny SR cards from Gen 5, since EX cards were only given to Legendary Pokémon up until Legendary Treasures.

I'm considering the TCG eras by generation, so that:

Gen 2 Special cards: Shining Pokémon, Crystal Pokémon
Gen 3 Special cards: ex Pokémon, Gold Star Pokémon
Gen 4 Special cards: LV. X Pokémon, Prime Pokémon, LEGEND Pokémon
Gen 5 Special cards: EX Pokémon, Gold Shiny Pokémon
Gen 6 Special cards: EX Pokémon, BREAK Pokémon
Gen 7 Special cards: GX Pokémon, Prism Star Pokémon, Shining Pokémon
Gen 8 Special cards: V Pokémon, Radiant Pokémon, Amazing Rare Pokémon
Gen 9 Special cards: ex Pokémon

As Gen 9 is currently ongoing, I'll mark the Pokémon featured in all generations, but Gen 9, in bold. I also consider Gen 5 a "special generation" due to the low distribution of Special cards to non-Legendary Pokémon, so Pokémon featured in all generations, but Gen 5, will be marked in italics. Ultra Rares also include Promo cards, which otherwise would have been considered Ultra Rare. That should be it for special rules ahaha.

The list(s) will only include Pokémon who has been featured in ALL generations continuosly, since their debut. Of course newer Pokémon has a higher chance to get featured in each generation, considering they have had less time to exist in, but nonetheless, I'll try to keep it as updated as possible (until I forget or the thread dies ahaha).

Fun list! Since you have Magearna listed as an outside debut for Gen 6, Lucario also debuted as an ultra rare during Gen 3:

So for example, Venusaur 5 or 62.5%

I would think some of those that didn't make the main list would still feature quite high up like Metagross, Zekrom etc.

I don't have a list like that. I was considering making one, but in the end that would be a lot of work ahaha

I know you're strapped for inclusions for Gen V, but I wouldn't count gold shiny Pokémon as ultra rares, as they're just reprints of cards from previous sets and if you count those, you might as well count all the illustration rares from Cosmic Eclipse onward. Choosing to count those but not comparable cards in other generations seems to be an arbitrary way of inflating (or deflating, depending on your persepctive) the list.

I see the point, but I also wasn't entirely sure how to handle that whole situation. I went with them, and not the Shiny cards from gen 7/8 or the Trainer/Illustration/Art galleries, because the Golden Shinies are in a much smaller quantity than the other mentioned cards, and thus in my mind seem more special as they are harder to pull. In theory, I could probably add in the Gold Shiny SR from gen 8 too, but I don't think that changes anything number wise.
