Help What energy cards can be used?

In expanded format, yes. Depends on what you are thinking with "etc." Basically if it wasn't printed or re-printed in the Sun and Moon base expansion or later, it is not legal in Standard format. Expanded is anything Black and White or later with some notable cards banned in that format. Looks like some cards have started their life under the Ban Hammer on PTCGO today in fact (Wally, Puzzle of Time, Ghetsis, Hex Maniac).
Any iteration of DCE can be used in standard. They all do the same thing.

Any print of a card that's functionally identical to a card that's in-format is legal. (Not counting foreign or World Championship cards of course.) Energy are no different to Pokemon or Trainers in this regard. Just keep in mind that (usually, there's a small number of exceptions that have official errata and are allowed regardless, like Rare Candy or Potion) any functional difference disallows them being used. For instance, you can't use a Rocket set Rainbow Energy since it inflicts damage instead of placing a damage counter, but you could use one from, say, Platinum or XY.
