No because the game's data was generated in-game. The game does not care what a Pokemon's parents' origins are; just their IVs.
Same for the EV training question. The game doesn't care where the Pokemon you're killing comes from, only the EVs it gives. Killing a hacked Pokemon doesn't make your game hacked or ruined or whatever.
Reason:
All use of cheating devices = BAD!
(More... indepth reasons or whatever:
1. If there's Pokémon you can't get, you're supposed to TRADE with others for them. That's the purpose of the games, you know. The method you described would obviously produce a non-legit Pokémon.
2. (Not really a reason at all, but...) EV-training doesn't take long at all. Why would you need to cheat to speed it up? :I)
