Ruling Safeguard question

There are several EX pokemon with the following wording in their attacks:

"This attack's damage isn't affected by Weakness, Resistance, or any other effects on the Defending Pokémon."
or
"This attack's damage isn't affected by any effects on the Defending Pokémon."

Examples would be Cobalion-EX, Latias-EX, and Giratina-EX.

Would these attacks (as the text implies) ignore the Safeguard ability on Sigilyph?

On that note would it ignore the effects of Pokemon Tools as well? (e.g. Eviolite)

Yes to that too. That is also an effect on the target.
 
Yes, the damage is not reduced from the attacks of Shred, Steel Bullet, etc.

This is in the rulings faq we have. It specifically mentions what things Cobalion EX's Steel Bullet attack is unaffected by.~KA
 
Sorry but there's one more detail I need to clarify.

"This attack's damage isn't affected by Weakness, Resistance, or any other effects on the Defending Pokémon."
vs
"This attack's damage isn't affected by any effects on the Defending Pokémon."

Does "This attack's damage isn't affected by any effects on the Defending Pokémon." mean that the damage is affected by Weakness and Resistance? I'm not sure if there's a reason why the two attack descriptions are worded differently...

If damage isn't affected by Weakness and/or Resistance, it will specifically say that. Otherwise, always assume it is.
