Ruling Promos now playable?

Sorry if this is in the wrong section but quick and easy question. Are promos such as Mewtwo ex and Darkrai EX that come in the tins tournament legal? Last I played cards like this were not.

Mewtwo EX and Darkrai EX are fine.

What will next year’s modified format be?

Effective September 1st, 2012, the Modified-Legal format for tournaments will be Black & White and up (BW-on), plus any Black Star promos numbered BW01 and higher. Also, you may only use cards that are the local language of the country you live in.

Also if a card has been reprinted in an expansion that is tournament legal it is fine.~KA
