Pokemon Go - Gym Question

Hey everyone,

I'm really confused about gyms that are of your team. Sometimes I can add to a level 5 gym right away, sometimes I can't add to a level 3 gym.

Can someone explain to me how friendly gyms work? And how can I add to a level 8 or 9? I understand I have to "train" the gym, but I've done that before and have no been allowed to add. Is there a certain amount of prestige points that I have to increase it by before I can add?

Basically let's say there there's a level 3 Gym. This level 3 gym has 2 Pokemon in it. You may add 1 to it. Now, there's a level 4 gym with 4 Pokemon in it. You can't add to this Gym until you raise it to level 5. Gyms level up when they reach a certain amount of prestige. It takes some time, but you can raise the prestige by yourself.
