Why would someone go through the trouble of making a partial ability theft ability? It seems like such a weird concept because all other abilities must have a down graded form. It seems like you are reaching for some kind of lead.

No it's not. It's not confusing if you pay attention to the game at all. BB has never called attention to it in previous games. What has changed? BB's alignment. He's taken this point and held on to it unusually long.

QT tappers are very dangerous for scum, and I would have expected him to be killed if he was telling the truth

This is obvious scum-line thinking. First of all I never claimed QT tapper. Second of all it's clear that bb has thought about who scum should kill. This is WIFOM.
