Shouldn't it be minimum instead of maximum? Can someone explain?

He's saying it shouldn't say "more" which it does. Meaning pokemon with 100-'infinity' HP are effected but pokemon with 90 or less HP aren't effected.

It's not worded like that, and even it it was, this makes no sense.

The attack is saying that it affects any Pokemon with HP printed on it that reads 100 or higher. "Maximum" describes the HP printed on the card, and "Or more" describes the fact that any HP higher than that is also affected.

It means 100+ HP but not any lower than 100 HP. However you are partially right because they worded it wrong. They should make the attacks more clearer and easier to understand. There are some attacks on cards that I don't understand until I read the attacks very carefully many times over.
