Ruling Ho oh-GX and Dawn Wings Necrozma Interaction

Hi all,

So online I have had an idea of using Dawn Wings Necrozma's Invasion ability to reset Ho ohs second atk, but when using invasion, and then switching back in, I still can't use the second atk. Is this intentional or is this a bug?

This a bug i ran into as well, I used Switch on an active Ho-Oh GX to a lele to retreat back to the Ho-Oh GX and still couldn't attack

It's a bug and you should report it
 
It's definitely a bug. Just like when use use Volcanian-ex to attack, you can switch out and attack again immediately. Once you hit the bench, all effects are removed. Moving it back to the active spot should be treated like putting in a "new" pokemon. That's how a judge at our local league cups explained it.
