Gyarados Strategy:
Start with Sableye SF to Pokemon Collector 2 magikarp SF and 1 Regice LA (via Impersonate). Then use the regice to discard the Magikarp, evolve the benched Magikarp (via Broken Time-Space ECT). Gyarados is then to attack using Tail Revenge for no energy doing 30, 60 or 90 damage (110 damage with an Expert Belt attached).
(Everything else in the Deck should be Self-explanatory).

I think 1 Uxie is enough. Eventually, take out the Uxie X too.

I would add a Smeargle, and an extra Pokemon Collector. This would help in the event of playing Gengar Prime. Gengar would like to hit Magikarps in your hand, and put them into the lost zone, but if you actually PLAY Pokémon collector, or Portrait one, you can get rid of the magikarps before they have a chance to LZ them. I would probably drop the 2 Twins for them.
