Ruling GX Counter Ruling

Can I get some help with a ruling.
My son played at crimson invasion pre release. In his last match he played guzzlord with 39 energy. My son's deck was nihiligo salazzle gengar combo. At some point he confused guzzlord. Guzzlord tried to attack with gx attack but flipped tails. So his attack didn't go through but do you flip gx counter to show gx attack has been used?

Luckily the guy was really cool and just flipped it anyway but no one was still sure so I want to find out for future reference.
 
Since the official wording for Confusion says "if tails, the attack does nothing and put three damage counters on the attacking Pokemon" I'd say no, it wouldn't use your GX attack.
 
Ruling on confusion is if tails the attacks fails. By failing it means u never used the attack. But ur turn ends. So the gx counter wont be flipped
 
I would agree with that but I think in the online game it does flip it. Eager to see how this really should play out as well.
