Energy:

  • 4 Strong Energy
Strategy:
pretty much a punch you straight in the mouth deck. Garchomp is your energy accel/free retreat/focus sash'd and primary attacker against EX's, Lucario EX rides the bench until either a seismatoad or a non-EX comes out. I made a point for the deck not to rely too much on abilities so I could make a point to cancel them when necessary.

Nice deck list! I really enjoyed playing with it! I do have some edits though:
-1 Gallade (There is a better partner down below :) )
-3 Enhanced hammer (What are these for? Night March is actually a fairly good matchup considering focus sash)
-2 Startling Megaphone (I didn't find these necessary)
-1 Fighting Fury Belt (Muscle band is better in this type of deck)
-1 Fisherman (Energy recycler is better)
-1 Hex maniac (Not necessary)

+1 Primal Groudon (Its a really good heavy hitter that you can get out with maxie's)
+1 Muscle Band (More damage)
+1 Focus Sash (Makes garchomp extremely annoying)
+1 Energy Recycler (Better than fisherman)
+3 Trainer's Mail (Great for consistency and getting Maxie's first turn if possible)
+2 Battle Compressor (Great card can help get Maxie's first turn if possible)

Hope this helps! :)

Following are some suggested deck changes for your consideration:

-1 Gallade - this "1-off" does not, IMO, significantly helps your deck; and it or the sole Maxie's HBT could be prized rendering these practically "useless" at that point
-1 Maxie's HBT
-1 Korrina - 2 should be sufficient with suggested improved draw support
-1 Ultra Ball - with 2 Korrina and 1 Battle Compressor, dependency upon your UBs are not that critical
-1 Enhanced Hammer - I've found 2 to be quite sufficient

+3 Level Ball - can help get your Gibles and Gabite out faster without utilizing your Korrina and forgo card drawing (via Birch, Sycamore or Judge)
+1 VS Seeker - should be maxed-out, IMO
- - or - -
+1 AZ - to recover and reuse Shaymin EX (or just recover a severely wounded Poké, thus denying your oppononent a prize (or 2))
+1 Professor Birch / Professor Sycamore / Judge - improved card draw
- - or - -
+1 Professor's Letter - to search for Basic energy

I hope you find these comments helpful.
