Forming a leauge? Found Answer Please Lock

I always thought/assumed that you needed to be a professor in order to register/sign up to start your own leauge..I have heard from a few people (fellow players, not profs themselves) that you can run a leauge without being a professor (I'm 21 and have almost passed a few times, never fully passed though) Could I signup for a leauge or do whatever steps on gopokemon.com in order to start my own local leauge without passing the test? please let me know

Anyone who is 18 years of age, has a player ID and a Pokémon Trainer Club account, and is in good standing with Pokémon's organized play system may apply to become a League Owner or serve as a League Leader.

Being a Pokémon Professor is not required to be a League Owner or a League Leader.
