Ruling Flygon at the prerelease

If my opponent KO's my current active and I bring up Flygon, am I allowed to use Flygon's ability directly after the opponent attacks or do I have to wait until after my turn?

Yes you may use it directly. The ability says "any time between turns." After you promote and before you draw is still considered between turns.

(I used to do this with Flygon EX from Dragon Frontiers all the time. )

So, when your Active Pokemon is knocked out, you immediately promote a new one. Then, your opponent draws a prize. Then, their turn is over. You then enter the Between Turns phase which is when you would use Sand Damage Slammer. Then it becomes your turn.
