Don't underestimate Yveltal, it has no counter. There are also a lot of decks that are worse and belong in tier 3 or 4.

Trev hasn't been good since Collinsville.
The last time Toad/Garb made a T32 or better placing was Nationals 2015.
M Ray is too Easy to stop with Hex, Parallel City, Silent lab, ect.
Night March is too easy to counter at this point. Also, play Dowsing Machine over Life Dew.

D/V is arguably a tier 1 deck, as is Groudon.

M Mewtwo has never been good in Expanded. Play Yveltal instead.
V/V/M is not that great. If you want to play Vespiquen, play Vees/Bees.
Toad/Bats can is arguably tier 1.
Wob/Gor should probably be pushed down to tier 3 because good and prepared players can beat it.
Trashalance needs to evolve. Archeops exists.
Vir/Gen has not been good since it rotated out of Standard.

Raikou/ Eels needs an evolution, but it is still strong. Maybe push it down a tier, maybe only a half.
DarkTina should be pushed to Tier 1. The lock is really strong.
Greninja is a stage 3 pretty much. There is Archeops and you get outsped.
M Garde STS is a pretty good dark counter.
Vees/Bees needs an evolution, but it is still really strong. Probably push it down a half tier.
Archie's Stoise is too easy to beat with a T1 Ghetsis or Yveltal. Lele doesn't fix much; it only gives an extra attacker over Jirachi.
Landy/Bats died in rotation 2015 pretty much.
Plume Box has never made an Expanded finish.

Rainbow Road is criminally underplayed. Push it down a half tier.
Wailord is too easy to play around
Donphan needs an evolution
Primal Kyogre needs too many energy and an Evolution w/ a link.
Volcanion is no joke. Push it up a tier and half.
Toad/Decidueye is like D/V but worse.
Mew Box does not exist.

Primal Groudon is really good.
Lurantis Plume should be pushed up a tier.
Sceptile Virbank has never seen a finish.
Medicham needs an evolution and it is still bad.
Zoroark needs a double evolution. It's no good.
Lucario/Landorous is a worse LandyBats
Sable/Garb is easy to beat if you know how to beat it.
Lapras/Keldeo is a worse Archie's Stoise.
Articuno PLS is a bad card.

Wob/Bats and Vees/Bees are the only good decks here. Which Ninetales and Drampa are you talking about?
