Ruling Eviolite vs Hard Charm

Hello. I have read for a while how the Item card Hard Charm outclasses Eviolite, but after getting the new card, the wording for Hard Charm inidicates:

"Any damage done to the Pokémon this card is attached to by an opponent's attack is reduced by 20 (after applying Weakness and Resistance)."

While Eviolite says:

"If the Pokemon this card is attached to is a Basic Pokémon, any damage done to this Pokémon by attacks is reduced by 20 (after applying Weakness and Resistance)."

So we can assume that, while Hard Charm reduces damage for any Pokémon, it does not prevent damage done by your own Pokémon while Eviolite can (for example Regigigas EX's Giga Power where it does an optional 20 damage to itself).

Is this statement correct?
 
Also another question regarding both of these Pokemon Tools. Can I run 4 Eviolite and 4 Hard Charm in the same deck? Because their names and effects are different.
