I also run an Articuno (AT) in my deck too; works quite well with the Empoleon damage boost.
Looks like we finally get a decent fire Pokemon that can hit for 1 energy.
Heatmor – Fire – HP100
Basic Pokemon
[R] Fortified Flame: 20+ damage. If this Pokemon has a Pokemon Tool attached, this attack does 20 more damage.
[R][C][C] Heat Blast: 70 damage.
Weakness: Water (x2)
Resistance: none
Retreat: 2
It's not the best, but it can do sixty with a muscle band. A couple of Empoleons can allow this to 1 shot any non mega that's weak to fire.

No, because it does not start off damaging.
