Ruling Does "leveling up" a pokemon count as evolving it?

Yeah from d/p, sorry..
i hope it doesnt. i need to decide what dragon frontier ex's i will be collecting to build a city championships deck on. if this d/p levelling up does not count as evolving, i will get tyranitar ex's. if not, kingdra or flygons. it would ultimately seal of tyranitar from competitive play against level x's if leveling up did count as evolution..
and also im just curious on the whole aspect

D/P isent legal yet. So this effect dosent happen untill maybe next year

i know, i know, but you see, i dont get a huge deal to spend on pokemon cards, so when i build a deck, it has to count! failure is not an option! lol that sounded lame...
so does anyone know? or is it to early?
