I use Jasc Paint Shop Pro for the Sugimori-like images (Palkia, Dialga, Mew, for example) and Adobe Photoshop Elements for the more complex pieces (like Darkrai, Dusknoir, and Phione). For the frames and backgrounds of the avatars themselves, I just use Jasc again.

I think ShinyMew89 was using it, but it's fine if you want to use it as well.
