For all of you, here's how the deck rolls:

I would suggest using just the 4-3-4 Porygon Z and using it to the the final blow and not Drifblim. DCE and Technical Machines would then be needed
Hope it helps! :D
-4 Rocket's Trickery
+4 Twins
-1 Revive
+1 Metal Energy
-2 Pokegear
+2 Prof. Oak's New Theory
Twins is good because you're not going to be taking many prizes and it allows you to search for your Defenders and Evolites.
4 Revive isn't really necessary. When running 4 Junk Arm, 2 Super Rod...
I agree with tyrannitar trainer and the rest of the people saying that 4 Reversals are not needed, but I say don't remove all 4. Keep at least 1 or 2 in the deck.
For those of you saying it isn't needed, Reversals are not necessary but are nice to have if you have the space for them. Being...
RE: Tier List
Steelix isn't Tier 3. It will hardly be played due to Magneboar and Reshiboar being Tier 1.
Also, what do you think about adding "Vileplume Variants (with Muk, Mew, or others)" to Tier 2? It did pretty well in Canada and counters Stage 2s by stopping Rare Candys.
RE: Tier List
Possibly add "Yanmega Variants" to either Tier 1 or Tier 2 as it sees competitive play with Kingdra Prime, Magnezone Prime, Donphan Prime, and many others
-2-2 Lanturn Prime
+1-1 RDL
+1-0-1 Emboar (Ability)
RDL helps you out more than Lanturn IMO and it isn't OHKO'd easily so you should be able to take 4 prizes with it. The extra line of Emboar helps with consistency and speed, but it isn't really necessary and can be taken out for another line...
RE: Does Reshiboar need a tech against Blastoise?
^ You're saying that Lanturn Prime is a good tech against Reshiboar? With only 110 hp it's not going to be there very long.
A 1-1-1 line of Typhlosion isn't worth the room, focus more on getting Emboar out ASAP:
-1-1-1 Typhlosion
+1-0-1 Emboar
+1 Rare Candy
-2 Moomoo milk
+1 Pokemon Collector
+1 Pokemon Communication
Hope it helps! :)
