Still confused with the ruling on this. If my opponent has a Zoroark active and I have a Blastoise UL active... can he use hydrolauncher? I would think no because Zoroark copies the effects of attacks as well and it says to "Return 2 Water Energies to Your Hand" in order to use the attack. Unless Zoroark has 2 water energies attached to it, it can't use this attack... correct?

You may use the attack via foul play. If you have 2 water energy on zoroark you must return them to your hand. Other wise you don't have to return anything.
