So when you have no cards in your hand can you still use sprint the ability which says discard your hand then draw 4

You should be able to since having no cards still counts as a hand, just a "hand of zero".

Similar situations that offer precedents:

Q. What happens if I have no cards in my hand and use Manaphy's "Deep Sea Swirl" attack?
A. You always have a hand, even it you have zero cards in it. So you shuffle your deck and draw 5 cards. (HS:Unleashed FAQ; May 13, 2010 PUI Rules Team)?

Q. Can I play Professor Juniper if it is the only card in my hand, and then draw 7 cards?
A. Yes, you basically discard your remaining hand of zero cards, then you draw 7 cards from your deck. (Black & White FAQ; Apr 28, 2011 PUI Rules Team)

Glad I read this, as I assumed I was playing wrong as PCTGO wouldn't let me use it with no cards in hand. Makes rotom that much easier to play!

No, they've been working on this bug since LOT dropped. It is the bane of me trying to test Zebstrika in a few decks right now.
