Ruling Worlds question

Hey, I have a question. (That's probably really obvious, but it's been bugging me)

What Format is Worlds, do people from Japan have to play in the English format? Because that doesn't seem very fair. Why don't Japanese get to play in their own format?
They have more sets than we do at any one time, so they don't get to play like the newest 2 sets.

I believe that it's the current U.S. format that Worlds is set to. Last year it was HP to MD, this year it will most likely be DP to RR.

Bingo. That is the one problem that Japanese players run into when they want to make a run to Worlds, before they have access to multiple sets, but when they go to worlds they have to modify their playing and their decklists.
 
But they also don't have an advantage because they have to have the english version of their cards for translation porposes.

Nope. I faced a Dutch player at Worlds (LCQ), and translations are not required. Also, as chanman pointed out, they have translators (though they are there mainly for disputes and to chastise idiots like me who can't remember DRE can only be attached to evolved pokemon).
