it cant because if you've seen season one pikachu touches a everstone so... thats means he can never evolve(stupid pikachu)
in one of the older episodes pikachu chose not to evolve. so im guessing he wont

If there was a situation like that it still wouldn't work since Pikachu touched an Everstone which means it can never evolve just like how Dawn gave Piplup an Everstone when it was struggling to stop evolving, Pikachu doesn't want to evolve because he will forget his memories with Ash as a Pikachu!mudkip fan 88 said:

Pikachu is stronger than Raichu, so there won't ever be need for it to evolve.
And it won't, either. Ash doesn't even have the Thunderstone anymore (although he kept it for... 11 seasons).
The big questions are here:
What will Team Rocket do with the Thunderstone? Will they sell it? Have they already sold it? Will they eventually get a Pokémon to use it on?

Or they still have it and are waiting until the whole "Decision on if Pikachu should evolve or not" problem comes up again and Team Rocket gives Ash the thunderstone.
Also when Team Rocket took the thunderstone it probably meant that there won't be any more "If Pikachu should evolve or not decision." Ash will probably keep Pikachu as it is. Training it stronger and will never evolve it.

When the situation comes up all the episode is about Ash trying to make a decision on whether Pikachu should evolve or not. We all know what happens at the end.
When Ash is thinking if he should evolve Pikachu or not, he starts thinking of the past on how him and Pikachu first met and how they started becoming great friends and stuff.

i dont think he will ever evolve and if a situation comes up he will try maybe fail become stronger then succeed. Pikachu will always be Pikachu. plus if he evolved pokemon might loose a big part of its fan base. Maybe he will evolve in the last episode which is hopefully never.
