Pokemon Why Magneton doesn't have levitate ability?

It's quite funny that Magneton doesn't have Levitate ability, but Magnetic Pull seem to be another ability that it must have although i still think sturdy is not very necessary, so i am suggesting that pokemon should be able to have more than one ability. Don't you think so?

No doubt Magneton was robbed of Levitate. The main reason I see them not giving Magneton Levitate is that it completely removes his main weakness, i.e. Ground attacks. That would make Magneton quite a good Pokemon, not on the scale of Legendaries, but still much better then most. Lets just hope they be nice and give Magneton Levitate in D/P.
