Ruling whichs will come in effect?

if the defending pokemon use sand attack,

If the Defending Pokémon tries to attack during your opponent's next turn, your opponent flips a coin. If tails, that attack does nothing.

and the attacking pokemon attack have an effect of ( This attack's damage isn't affected by Poké-Powers, Poké-Bodies, or any other effects on the Defending Pokémon. )

so how do we settle this? does the attacking pokemon still need to filp a coin ?


same goes for Tyranitar Prime Power Claw vs Scizor Prime Pokebody.

if Tyranitar Prime have special energy, can it hit Scizor Prime ?
 
As far as the sand attack question, a flip is still required. This is shown by sand attack places an effect on pokemon A, while a move that goes around all effects just goes around the effects on pokemon B, so it still has to go through sand attack.

For the Tyranitar vs. Scizor question, Power claw states that it goes around bodies, so the attack will go through. Also note that the attack goes around any special metal energies attached to the Scizor as well.
