I'm trying to figure out where a very particular kind of basic energy card came from.

This isn't a regular "Base Set" energy card. If you look at the copyright, after the "GAMEFREAK", it says "©1999-2000".

1st Edition Shadowless:

has the 1st Edition mark, plus the first set of copyright years has "..., 98, 99 Nintendo", and the second copyright line is just "©1999".

Shadowless:

still has the first set of copyright years as "..., 98, 99 Nintendo", followed by "©1999".

Regular Base Set:

has the first copyright years as "..., 98 Nintendo", followed by "©1999".

The last thing to note is that the card number is still "XX/102", which means it's gotta be from Base Set. I have thousands of energy cards from the classic sets. But I've only found 5 of these "1999-2000" energy cards (1 Fire, 2 Lightning, 2 Water).

Anyone else have any knowledge about these?

It's Base Set's fourth print run, which was distributed in a few countries outside the U.S.

Wow. I never knew of the 4th print. I did a bunch of research about it today though. I’m a little embarrassed that I didn’t know about it. Thank you very much.

No need to feel embarrassed, it's not super well known compared to the classic 1st ed/Shadowless/Unlimited prints of Base. (I didn't know about 4th Print Base for years, honestly). However, they do make for a rather interesting piece of history in the hobby, regardless.
