I agree with that. Look at Pokemon the Movie 2000 - it featured four legendaries. In my opinion, that was one of the best movies that was made. In contrast to the third Pokemon movie, which only featured Entei. That one is my least favorite. As I said before though, that's just my opinion.

Actually, the thrid movie featured two legendaries: Entei and Unown. Yes yes, you can't leave out that UU piece of garbage. ;p
And yes, like Jirachi Wish Maker. It featured Groudon (well, kinda) and Jirachi. Completely unrelated.
