Better-looking than some of the fakes I've seen on this site. Weavile * is probably pink, like Sneasel *. You're missing the illustration line. Chaos Blow is broken. "Force of Chaos" should be red. Use the pick up a color option to pick up some of the darker reds in the Poké-Power and use that for the text color.
Fixed. Please rate it.

It does look better.
I usually don't recommend using any program other than Photoshop 7 or higher to make fake cards, but Photoshop is ridiculously expensive. People have suggested using GIMP, but I'm not too fond of the program myself.
I'll ignore the font use and just concentrate on placement so you can make your fakes look that much more decent.
Weavile's name should be moved down so it's a couple pixels above the top of the yellow border. The placement of the star looks okay.
Move the HP closer; in reality, the edge of the P is only 5 pixels to the left of the symbol.
The illustration should be black. Is it black? It looks red.
The Poké-Power symbol should be moved up to the third row of circles (second row of full circles) and moved left so the left edge of the symbol is between the second and third circles. I won't get into exact placements because in Paint (did you use Paint to make this?) you can't zoom in while editing text.
Force of Chaos's effect should be extended to nearly the end of the card rather than bunched up in the center. It's best to use a program that can justify text, as it makes your card look much neater.
The Energy cost for Chaos Blow (which is still broken, possible 100 for 3 with zero drawback is not fair at all) should be moved to the first three circles on the first full row of circles below the text of Force of Chaos.
The attack name should start in between the fourth and fifth circles.
You have the right idea with the damage placement. Line it up so the right edge of the damage is at the edge of the power's text. Attack effects should be lined up with all other text for effects of powers, bodies, whatever.
You have no ID or set number, but that's okay.

Adding it in makes it look real, provided the rest of the card looks real as well.
The goal of making a fake card is to get people to look at it next to a real card and have them not be able to tell the difference.
