Ruling Weakness and Resistance Contradiction?

What happens if a dual-type Pokemon attacks a Pokemon with a resistance to one of it's types, and weakness to its other type?

For the purpose of having an example, let's assume that the Pokemon is using a 100 DMG attack against something with a x2 Weakness to one of its types, but a -20 resistance to its other type.

If Weakness were counted first, it would deal 180.
If Resistance were counted first, it would deal 160.

Which is it? Dual-types have existed before now, so there must be some sort of ruling...
