If I put warp energy on a pokemon do I have to switch my pokemon or can I choose to switch my pokemon?

You have to. It says "switch", not "you may switch", so you must switch if you have someone to switch to.
For clarification, you only switch if you attach Warp Energy to your Active Pokemon. Nothing happens if you put it on a Benched guy.
