VS was an old set which never got released outside of Japan (because Nintendo took over the TCG right around that time). It comes in between e-skyridge and ex ruby and sapphire.
I have some of them, and it's by far my favourite set ever, but it's not THAT special.
It's most certainly not some special set for special people or something.
It's kinda the next gym heroes/challenge, except that everything is fully evolved yet basic (like in the set which is about to be released). Every gym leader and E4-member from Kanto and Jotho (except Giovanni because he doesn't appear as a gym leader or E4-member in GSC) is featured in the set.
(Most of the cards are just stronger than regular basics, BTW, from a competitive point of view it's not THAT bad that the set got left out. Most of them had only 60HP anyway, which is less than some of the usable true basics at the time)
