I'd guess for two reasons;
- wanting to retain a bit of novelty with the Dragon type vs it's just a given they show up in every set
- Every new block rejigs type weaknesses/resistances a bit but with SWSH it was particularly pronounced. Removing the number of types to balance against each other, temporarily, made it easier to balance the types on hand, and then allowed a case where they can look at the status quo they've developed and held on to the Dragon type as something of a 'trump card' to either fix any imbalances, or at least prevent them from being exacerbated.
The gigantamaxes do, but they are still different Pokemon and I would like different cards for them for my card dex ?
